The state, just like a corporation or an individual, has a profit incentive.
Imagine, if you will, that anyone other than the state had taken this child, starved him to death, and then refused to talk to the media about it. There would be protesters clamoring for someone to be held accountable. The state, however, can kidnap and kill with impunity.
“Oops, sorry about that. We won’t do it again.”
